Job Description:

Department Scheduler roles encompass two major areas of responsibility: Workforce scheduling and Employee Payroll for multiple sub-departments.

First primary focus is to utilize the employee workforce to ensure accurate coverage for all jobs according to business needs while at the same time helping to minimize the department overtime associated with vacancies created by day-to-day operations with minimal disruptions & cost to Shell.

The second primary focus is to ensure employee pay is managed according to contract agreements and pay guidelines.

As an Operations Scheduler, it includes understanding the short-term business plan for operating areas and supporting activities to achieve objectives with a strong focus on keeping the units covered 100% of the time, and ensuring employees' scheduling, vacation, call-offs, training and payroll needs are met.

It is also important that Schedulers work to identify opportunities that will reduce disruptions to workforce schedules for the Refinery/Chemical Operators while also avoiding controllable last-minute changes to the department workforce schedule that could have been controlled and scheduled in the planning or development stages of a department schedule.

The scheduler role requires consistent and constant communication between PS's, FLA, PTL's and operators to ensure success.

What you'll be doing:

Operations Scheduling:

  • Work Force Utilization Workforce utilization to maximize coverage and minimize overtime.
  • Develop and maintain workforce plans for operators
  • Schedule Operators according to Job Preference and business needs
  • Cover all operating jobs 24x7, without 18 hr shifts and minimal overtime/cost to Shell
  • Utilize Operations workforce for special projects and training ensuring their jobs are fully covered (i.e. Blitz, PHA Reviews, site wide meetings)
  • Entering and Maintaining Absence/Attendance
  • Subject Matter Expert - All Leave Policies pertaining to Operation's workforce
  • Subject Matter Expert - Schedule Pro Scheduling Tool
  • Subject Matter Expert - API-755 Fatigue Policies and Procedures
  • Subject Matter Expert - Overtime Policies and Procedures

Internal Job Preference & Temporary Posters Management:

  • Subject Matter Expert - Job Posting Process Policies and Contract Agreement
  • Submit and Administer Clock Alley and internal Posters
  • Subject Matter Expert on Job Preference Contract Language
  • Request and track all Operations Clock Alley posters
  • Submit PITT forms for Job changes that require Job Tenure to reset due to Clock Alley or Internal move

Operations Vacation Management:

  • Manage and support hourly employee vacation solicitation and 1-day or 1/2-day vacation process
  • Manage 1-day Vacations Solicitation and Tracking
  • Manage Vacation Changes and Cancellations
  • Subject Matter Expert - Vacation Policy and 1 day Vacation Policy

Operations Payroll Time Entry:

  • Daily operations Timekeeping/Payroll activities
  • Dual entry data input into Schedule Pro & Shell People to reflect correct schedules pay and master data changes in accordance with Payroll and Scheduling deliverable deadlines
  • Subject Matter Expert on Payroll Guidelines i.e. (7th Day Pay, Ahead of Schedule, Job Change, Holiday Pay)
  • Assigning/Moving/Transfer Employees to between sub depts

Other Associated Task:

  • Operations Schedulers must understand, continuously learn and apply knowledge and skills to effectively perform this role
  • A Scheduler must develop their own skills to provide enhanced leadership
  • Develop & maintain work processes re: qualifications, contract interpretations & practices, pay policies, reports, etc.
  • Understand the details of the plan to help optimize business needs/objectives
  • Proactively look for opportunities to improve all procedures pertaining to scheduling and payroll
  • Work closely with operations management and L&D on a daily/weekly basis to ensure operators maintain Job Proficiency
  • Ensure individual training plans are in place and are being achieved
  • Interface with HR regarding Deer Park Attendance Improvement Program (AIP)
  • Subject Matter Expert Operation Incentive Model Policies i.e. (OIM)
  • Yearly desk procedure updates to keep training documents evergreen
  • Work with Scheduling leads to ensure Site Ops Seniority List is kept current
  • Meet weekly with department focal to address Scheduling and Training opportunities that will need to be met
  • Serve as temporary backup scheduler should the need arise
  • New Hire Orientation regarding training for Scheduling and Pay associated learning
  • New Hire Badge Management

What we need from you:

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer
  • Minimum of 2 years of experience in scheduling payroll
  • High School Diploma is required
  • Experience with Scheduling Pro is considered an asset
  • Familiarity with the DuPont schedule is an advantage

What we offer:

The base salary range for this position is $72,000 - $106,000 per year. Individual pay will be based on various factors, such as relevant work experience, education, certifications, skill level, seniority, and internal equity.

For regular full-time or regular part-time employees of the Company (participating companies as listed in the Summary Plan Description), insurance coverage options include medical, dental, vision coverage, life Insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs. Employees also participate in a company pension plan and a 401(k) plan. Paid leave includes up to 6 weeks of paid vacation time, up to 11 paid holidays, and parental leave offering 16 weeks of paid leave for birthing parents, and 8 weeks of paid leave for non-birthing parents.

Additionally, employees are eligible for short-term disability leave for up to 26 weeks at 100% or 50% of base pay as well as Long-Term Disability insurance. Shell also offers other compensation such financial reimbursement for adoption, wellness, education, and personal learning expenses, and some roles are eligible for discretionary long-term incentives. For interns, eligible benefits include medical, dental, and vision coverage, life insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs; participation in a 401(k) plan; and paid leave for up to 11 paid holidays.
